HTC Windows Phone 8X spotted doing some carrier testing in San Francisco

Well, what do we have here? Looks like it's the HTC Windows Phone 8X [just rolls off the tongue doesn't it] being tested by an unknown carrier. WPCentral claims to have received the image from a reader who "spotted this interesting set-up in down-town San Francisco last Thursday."
WMPU suggests this could be a controlled leak by Microsoft in an effort to "let people know that Windows Phone handsets on track."
Unfortunately, no obvious branding can be made out from any of the devices so it's hard to figure out who could be doing the test. As can be seen on the image, two of the devices have stickers on them; one a green coloured sticker, and the other a yellow/amber one. There is also an old Samsung device which we think is included as some sort of control or gold standard. So, this is no doubt a carrier test, but the question remains, which carrier?
